Just a slight shift in attitude to better explain IPNI to someone hearing about it for the first time.

What issue(s) does this address?

Just laying the groundwork for a less contentious conversion about IPNI going forward, in light of recent study of the Content Routing WG and related IPIPs.

someguy is a caching proxy for routing lookups (read path), index-provider is a sidecar for publishing (write path)
- break up dense paragraphs
- simplify sentence structure
- clarify DHT re-announcement timing
- reword benefits section for clarity
- "outside of and independent from" → "outside and independent of"
- add archivers, benchmarked, realtime to pln-ignore.txt
