Added preferReady option to Topic's describeTopic, describeConsumer, createTopic, alterTopic, dropTopic methods

The methods describeTopic, describeConsumer, createTopic, alterTopic, dropTopic have a similar problem of TCP connection growth as commitOffset (#567)

I suggest using the PreferReadyChannel strategy in these methods as well.
