chore(tooling): fix pr validation step for docs type commit

This pull request addresses

• PR validation is failing where title has 'docs' type. https://github.com/webex/widgets/actions/runs/21162515161/job/60859828796?pr=571

by making the following changes

• Allow docs as a valid commit type

Change Type

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
• Documentation update
• Tooling change
• Internal code refactor

The following scenarios were tested

• The testing is done with the amplify link
