Removes the Dist::Zilla stuff, as it was just an annoyance and not providing any value in our workflow, as we don't dist the way Dist::Zilla assumes.
Also adds some local package build scripts, to ease testing.
Also changes the build workflow to not build on forks, because it can't ever work on a fork (no secrets) so it's just noise.
This means changes to VERSION should be done in
Makefile.PLand not in the now-deleteddist.iniand there is nodzilstep needed for any kind of build or change.
