Add support for fixed pipeline ID via environment variable

This PR adds support for setting a fixed pipeline ID via the VECTORIZE_PIPELINE_ID environment variable.

This change allows users to set the pipeline ID once in their environment instead of having to provide it with each request, while maintaining backward compatibility.
