Adds support for Firmware as a provider, they offer subscription-based usage and allows for API access to coding harnesses.
Uses Firmware's quota endpoint, which returns quota used and reset time.
swiftlintcurrently fails with 2 errors about complexity in UsageStore and CostUsageScanner, though these are from the switch statements which has each provider as a separate case, and as such can probably be ignored.
