This PR fixes:
CommunityFileDownloadApirecently became eligible for batching, and while batched, it returns base64 decoded string instead of raw image data. This change will handle this case.SwarmDirectory.getSwarmwill make sure snode pool is populated first. This is important as this can be the very first call for the network stack.
