Add action policy to Events

How did you approach the change?

add applicable rules and scope.

Dashboard:

• Visitor sees public highlighted where reg is open
• User see highlighted where reg is open

Event Index

• Visitor sees public where reg is open
• user see published where reg is open or events they are registered to.
• Admin see all

Anything else to add?

This still requires authentication for event show page until we determine the flow for public users.
