updated blue color to remove color contrast errors

*Updated the link color to make it darker
*Updated the background color of footer as well with same value
*Increased the font size on links in navigation.

@bhansa, these are the theme colors and as such, I would prefer sticking to them. If contrast is a concern, I would suggest changing the background so make the contrast higher.

PS: This is a placeholder site and will be replaced by the beginning of next week.
