Bittensor SDK v10 — Release Notes

This release brings major improvements across security, RootClaim, MEV protection, proxy support, new pallets (CallBuilder) support, bug fixes, and extensive test coverage. It also includes a full extrinsic layer refactor, API standardization, and support for multiple mechanism / sub-subnet logic.
