ci: Build for ubuntu-24.04-arm

Description

This adds arm64 binaries automatic build for Ubuntu-24.04 into CI workflow.

Motivation and Context

The OBS from Ubuntu repository is incomplete and outdated. Rockchip rk3588-based boards are powerful enough to run OBS for streaming. It is more convenient and secure to get binaries from official repository than build locally or download custom builds.

How Has This Been Tested?

Resulting binaries were downloaded from build artifacts, installed into target system and tested manually.
Hardware: Rock-5B, 16Gb RAM
OS version: Armbian 25.11.2, Linux 6.1.115-vendor-rk35xx
