Just pinging to see if this is still under consideration of doing (it is listed on the pr tracker). Maybe we can close it or change to "working on updates" |

This is going to be pretty merge conflict heavy during a time with a lot of changes going in/in flight so I'll just close for now. Might try again on it later |

Syncs the .clang-tidy config file with LLVM ToT and run
clang-tidy --fixon the two files I've been working in.
