Includes subproject header files for C and C++ and represents the skeleton for the C83Project

The C83Project is a system of libraries to simplify and support the development of systems in the C and C++ languages.

Also increases compatibility between C and C++ languages.

Individual subprojects can be used as a whole C83Project or separately.
