Related https://github.com/hirosystems/devops/issues/2230

  • Upgrades semantic-release GHA to v6 to ensure it uses the version of the plugin that supports NPM trusted publishers
  • Upgrades checkout actions to v6 to ensure credentials are not persisted in .git directory, while still allowing temp credentials to be written in a temp directory for semantic-release to potentially use
