docs: add PDF export documentation to dashboard section

Summary

Adds documentation for the PDF export feature, primarily in the Dashboard section. Changes:

• New page (pdf-export.mdx): Step-by-step guide for exporting docs as PDF from the Dashboard, covering export settings (cover title/subtitle, hide cover footer, header/footer templates with {pageIndex}/{totalPages} placeholders).
• Navigation (dashboard.yml): Added the new page under Configuration.
• Dashboard overview (overview.mdx): Added a "PDF export" card to the Site management section.
• Self-hosted page (self-hosted.mdx): Updated the Info callout — PDF export was previously described as "not yet available on any plan"; now links to the new page as available on managed hosting, with self-hosted still noted as in development.
• Changelog (2026-02-13.mdx): Added a dashboard changelog entry.

• Verify UI labels match the actual Dashboard: The button/card names ("PDF Exporter", "Launch", "Export as PDF", "Open") were inferred from reading React component source code, not from live testing. Open the Dashboard and confirm these match.
• Check plan availability: The billing code indicates PDF export is a Team plan feature (2025-02-05:docs-team). Decide whether the docs page should mention this restriction or link to pricing.
• Verify the regular file-pdf icon renders correctly on the overview page — confirm it's a valid Font Awesome icon in Fern's supported set.
• Preview the new page at /learn/dashboard/configuration/pdf-export and confirm the link from the self-hosted page, overview card, and changelog entry all resolve correctly.
• Consider whether screenshots of the Dashboard PDF Exporter dialog would be valuable to add.
