This commit introduces a new policy evaluator that is based on OPA directly, instead of via conftest. There are plenty of TODOs and bugs. It is a proof of concept in order to help us decide whether or not moving away from conftest is feasible. Signed-off-by: Luiz Carvalho <lucarval@redhat.com>
