Build also identified a failure for CentOS8 images:
Error: No matching repo to modify: PowerTools.
which is not related to this PR and probably some recent upstream changes, but I'll fix it anyway here to have the CI 🟢

Following the #94 and StackStorm/st2-packages#679, Ubuntu Xenial st2 packages relying on py3 are now built.
Next we'll need to add the py3 PPA repository to Xenial packagingtest as it's required for testing the st2.deb package installation.
