This is a function to call after assigning all carriers to a hamilton deck. This will check if all carriers are loaded and in the correct position. If not it will blink the LEDs until those carriers are loaded. In relation to this conversion: https://discuss.pylabrobot.org/t/hamilton-deck-led/402/6

this will find locations of carriers that should be loaded and then verify if they are loaded.
actually look at end rail. also light up all LED involved in that carrier
start_rail can overhang but end_rail needs to be within 1 to 54.
ended up not using _rails_for_x_coordinate
