Laravel 12.49.0 Shift

• Checkout the shift-ci-v12.49.0 branch
• Review all pull request comments for additional changes
• Run composer update

Upgrades Laravel and refreshes the dependency lock to latest compatible versions.

• Bumps laravel/framework from 12.48.x to 12.49.0 in composer.json and lockfile
• Updates locked packages: laravel/sanctum → 4.3.0, laravel/prompts patch, multiple symfony/* components to 7.4.4/8.0.x, league/flysystem and flysystem-local → 3.31.0, phpunit/phpunit → 11.5.50, johnbillion/args → 2.4.0
• Lockfile reflects WordPress arginfo additions (abilities API) and general metadata/version refresh
