This frontend PR is related to the backend development branch.

Main changes explained:

• Registered a new frontend route for /dashboard/project-risk-profile so the Project Risk Profile can be accessed directly.
• Reworked ProjectRiskProfileOverview.jsx to function as a standalone page rather than only a dashboard subsection.
• Added structured layout and UI elements to display project risk metrics clearly.
• Implemented comparison logic and trend indicators to show how risk values change over time.
• Ensured the page integrates cleanly with existing dashboard navigation and renders without redirecting to the main dashboard.

How to test:

1. check into current branch
2. do npm install and npm start to run this PR locally
3. Clear site data/cache
4. log as admin user
5. Navigate to "dashboard/project-risk-profile" and verify that the Project Risk Profile page renders in that URL
6. Confirm that risk indicators, comparison values, and trend visuals are displayed correctly and update as expected.
7. Verify this new feature works in dark mode
