FYI, there's a CELERY_WORKER_CONCURRENCY Django setting. We could override that in settings/production.py to hardcode a value there or even make the setting dependent on a new DJANGO_CELERY_WORKER_CONCURRENCY environment variable (which might make it easier to tune and experiment with).
However, since the memory issue is tightly associated with Heroku's dynos, I think it's just as reasonable to put the change here in the Procfile.

Due to high memory usage of spectrogram generation compared to the allowance on Heroku, limit the number of concurrent tasks that can be run to 1.
