Replace get devs

[jaenrig-ifx]

• Using new devs_query utility to retrieve the device serial_number for the target board name/type.
• Updated device list with new device yml specification.
• Updated docker image using now ubuntu 22.04. The previous image python version what insufficient for the required capabilities by the mpy-test-ext python scripts.
