Update I07 to DeviceManager

Closes #1767 as I07 is the last beamline in surfaces and magnetic materials group to convert

Instructions to reviewer on how to test:

1. Check dodal connect
2. No other surface beamline missed

Checks for reviewer

• Would the PR title make sense to a scientist on a set of release notes
• If a new device has been added does it follow the standards
• If changing the API for a pre-existing device, ensure that any beamlines using this device have updated their Bluesky plans accordingly

Are these changes required to make the device manager work?

I want to be able to remove the name argument and it be defaulted by the factories like everything else, but I can't as it is the first argument. I had to move around the constructor args so name : str = "" is last. I also removed unnecessary type hints as the functions already gave them.
