cibuildwheelto 3.2.1 which is the latest.macos-15-intelimage.cmakeversion and use cmake frompipin CI as the latest version (cmake >= 4) doesn't support the upstream builds. Also add a cmake option to force C++ 17 for octomap, as it is now trying and failing to use C++ 20 by default.
