Implements Anuken/Mindustry-Suggestions#5975 (albeit with a different variable name).
I believe this will allow subframe to more accurately and easily measure the instruction budget that is left.
I created a separate method to make sure that if anything uses a raw LExecutor it does not need to be updated, but if desired i can merge it back into the main method.
