[MCH] optional setting of CCDB file time window

By default, CCDB files are produced every 30 minutes, but this period is sometimes extended to several hours. This must be taken into account when defining the upper range of the scan, otherwise the last data points will be missing and the program will issue an error. This file creation time interval can now be adjusted with the -i arg option.

@lmassacr, I added a warning in case the validity range of the CCDB file, which should be more or less equal to the time window covered by the file, is different than expected. I made a separate commit so you can review only this additional change.
