CAP monitoring

Add monitoring for CAP so we can use it as collateral.

• Monitoring for contract upgradeability role, multisig or timelock(use Tenderly).
• Track available redeptions: "Redemptions are guaranteed at all times for cUSD holders. However, redemptions may be delayed if the reserve assets are fully utilized. Dynamic interest rates prevent full utilization, always ensuring liquidity to be withdrawn atomically". Maybe this can help.
• Track protocol health, see if CAP metrics can be used from here
