Combine the "publish" and "update" scripts.

• What is the current behavior?
  element publish and element update both only release to a staging environment. These scripts can be collapsed into a single command. I would also suggest using element stage as the script name to handle this behavior.

• What is the motivation / use case for changing the behavior?
  The current terms and duplication of functionality is confusing.
