feat: Testing task and Replaying should allow selecting region #3016

Is your feature request related to a problem? Please describe.
Sometime I need to run specific task in specific region. this is possible to do when using code/script, but in the web app I am not able to select this region when testing or replaying task (replaying does use the original region). I should be able to select task replay/test to run in specific region for various reason. One of the reason I can think of is replaying it to the newly deployed region for some specific service access test or even geo dns resolution check when accessing some geo restricted api.

Option to switch region when testing or replaying the Task from web app.
Describe alternate solutions
I would have to run the task using script/code to change region.
