Update the theme to work with new read the docs addons

### Describe the feature

New addons use different UI for the version switcher and also have a "this isn't the stable version" banner which floats and is in all of the wrong places.

### Proposed solution

We need to theme these things. We should potentially work with upstream on the version switcher at least.
