山西联通fcc无法使用，FCC (Huawei): Server response error (result=2), falling back to multicast

山西联通直接使用mac地址认证，wan口直接接光猫的iptv口，已经抓包确认了fcc服务器的地址，traceroute看起来也没问题？也已经指定了fcc的接口

麻烦大佬帮忙看看是哪里的问题，非常感谢~
