Device monitoring for admins

• Display list of devices with:
  • Device name and ID
  • Current sync status
  • current_manifest_version vs latest_manifest_version
  • is_up_to_date indicator
  • last_seen_at and last_sync_at timestamps
  • Assigned content summary (language, providers, topics count, files count, total size)
• Show device health indicators (online/offline based on last seen)
• Allow filtering by status (synced, outdated, error)
