ERROR: Update #21: Failed to apply update 21

@ryancramerdesign - I am getting this when updating from 3.0.252 to 3.0.254

As you can see though, the system version was still updated, despite the error.

I upgraded via the PW Upgrades module, so perhaps that's the issue - maybe somehow related to the very recent changes to the Zip Validator, although I haven't looked at all as to how that might be.

@adrianbj It looks like your update 21 was successful, but just not on the first try. I checked my log and looks like it did the same thing for me. I think this particular update just needs to run at ready() rather than init(), so I've updated it to do that which should hopefully fix it.
