Build fail on Windows

doc-it does not build on Windows, with PHP 8.3.14, libxml 2.10.4. configure.php fails to load with:

Loading and parsing manual.xml...
Warning: DOMDocument::load(C:/phpdoc/it/reference/pcre/pattern.modifiers.xml): Failed to open stream: Invalid argument in C:\phpdoc\doc-base\configure.php on line 688

And doc-base/scripts/broken.php it report that:

Broken XML file:
  Issue: CData section not finished
  Path:  C:\phpdoc\it\reference\pcre\pattern.modifiers.xml [116,6336]

The file reference\pcre\pattern.modifiers.xml on doc-it has two CDATA, but the same file on doc-en does not. So the file at least has mismatched elements, and at most breaks building on Windows.

Yes. The doc-it does not builds on Windows because Windows git (or Windows itself, see below) of all things, is broken somehow (took me almost all day to figure it out).

doc-it builds on Linux, but only by deleting the file or renaming it out on Windows I can barely test any doc-base tools on Windows.

On Windows git clones, the half end of the file disappears, replaced by U+20 SPACE. So Windows git or Windows itself is somehow corrupting the file.

And after a fresh checkout, trying to copy the file gets blocked:

C:\phpdoc\it>copy reference\pcre\pattern.modifiers.xml D:\

There is no antivirus in this machine.

So I cannot even inspect the file immediately after a fresh checkout. And after a while, half the file is deleted, and Windows lets me access it.

So... delete this file? Try to update it, so maybe Windows 10 let it alone?
