Adjust or write new Steps that have "concurrent" parts

This would provide the opportunity for team members to split up work for the same Step.

Possible examples include:

• Add a web server setup piece to the .deb package Step, so that one person creates the package and the other sets up the web server to install from

Side-note that I think we should move the Debian package to be a later step than the network steps (#8), because I think those are more important IRL for participants. What do you think @JDeBo?
