stripping on node_modules doesn't work when used as loader

contrary to what's stated in the README.md:

Contrary to the Node.js [TypeScript support](https://nodejs.org/docs/latest/api/typescript.html#type-stripping-in-dependencies), when used as a loader, Amaro handles TypeScript files inside folders under a `node_modules` path.

Ideally I'd like to be able to use amaro to strip node_modules without having to write my own loader which wraps amaro :)

I think the issue is in the load phase of the loader. When --experimental-strip-types got unflagged, it stopped working. The fix should be trivial

I just tried NodeJS 22.17.0 (last version before it got unflagged) with command
node --experimental-strip-types --import="amaro/strip" file.ts

Error [ERR_UNSUPPORTED_NODE_MODULES_TYPE_STRIPPING]: Stripping types is currently unsupported for files under node_modules, for "/home/deck/proj/node_modules/example/index.ts"

I gave it a shot, it require a small change in Node.js otherwise we need a custom resolve function which I'd avoid
FYI this is the commit that broke it nodejs/node@53b1050 so this used to work on v23 at a certain time
