Change the map image serverside or stop updating the radar map on every update

Is your feature request related to a problem? Please describe.

Before this pull request got merged, players could locally change the radar image to a custom one with server specific information to show. The locally changed now gets replaced after every MTA update.

Describe the solution you'd like

Either don't update the radar map in the MTA installation folder after every update or implement a Lua function to change the map image.

Describe alternatives you've considered

A serverside reimplementation is not desired for a "feature" which could've been used in the past.

We should simply change the installer to not override the image on update.

I've seen more servers telling their players to replace the image in their installation with a custom one, so this sounds reasonable.
The default image will likely never change again anyway.

Of course a client function to load a custom image from file would be nice... as a bonus.

Maybe a checksum. If the map is updated by MTA for whatever reason, and you were using the default map. Update. If the checksum doesn't match (because it's a custom one), don't update.
