Test Crashes in User mode Windows Pipeline Runner Don't Collect Dumps

Describe the bug

If the test crashes during a pipeline run on Windows OSes, no dump file is collected.
This used to work in the past and is harming our ability to debug recent test crashes.

1. CI Pipeline run on Windows Crashes

Expected behavior

2. Crash Dump is available in the test results.

Actual outcome

2. No crash dump is available in the test results. (repros on SpinQuic, BVT, and down level testruns)
