Weekend filter doesn't consider regional/culture settings

Today, The weekend filter is hard-coded to ignore Saturdays and Sundays. As you might imagine, For some cultures/regions, Sunday is a normal working day, where Friday isn't.
Currently the feature to hide weekends mean we lost some of the data, making it far less useful. It should consider the regional settings, whether configured or from the GitHub enterprise/organization location.
