Make lab filter global

Currently, the lab filters act separately for each tab, but they should be global.

@padovan this is about what we discussed in the midsprint today, but I just wanted to clarify a thing: we currently have lab filters for build, boots and tests; should we end up with one filter for builds and another for boots+tests, or just a single filter for builds+boots+tests?

I don't think Build lab makes sense. All builds are created in the maestro servers. So just remove the build lab filter option.
