In this way we don't have to restart the whole app just to load new skills which we added.
Proposed solution
Users can setup skills easier and change them more flexible or even copilot-cli itself can do it
Example prompts or workflows
Since this would be a command for reload , it should just reload the skills so we don't have to exit copilot-cli for this.
