Make user.id a required attribute in Logs

I would like the Logs Explorer and dashboarding to be able to filter logs based on user.id the way the other products work

According to https://develop.sentry.dev/sdk/telemetry/logs/#user-attributes, it's an optional attribute, but i would like it to be associated locally in the SDK.

hi @kylannjohnson, do you have sendDefaultPii flag set to false? We already attach user.id to logs over here, if sendDefaultPii is enabled:

Hey @romtsn . Correct sendDefaultPii is set to false to maintain our risk level. Is there a mechanism to allow certain PII in logs? Also, user.id is sent in traces and error. Is there some reason to not include it in logs?
