Add an id to each step of the workflow templates

Summary

To more easily modify the workflow templates, it would be useful for us to define a unique id per YML file for each step. These ids should not be easily modified (unlike step names) as these are used for identifying which step to place REPLACE or INSERT_AFTER.

Each id should be of this format: <verb>-<noun>, like set-up-python.
