Unable to build on mac os -15 image for azure devops

I have made similar changes using 26.1.1 xcode and getting a different error

Steps to Reproduce

1. have these steps in pipeline:
   2 - script: ls /Applications | grep 'Xcode'
   displayName: 'List installed Xcode versions'
   • task: CmdLine@2
     displayName: 'Selects a specific version of Xcode'
     inputs:
     script: 'sudo xcode-select -switch /Applications/Xcode_$(xcode-version).app/Contents/Developer'
