Fix: Resolve npm dependency resolution error in CI

- Clear npm cache and delete corrupted pnpm-lock.yaml
- Regenerate lockfile to fix 'Cannot read properties of null' error
- Update GitHub Actions workflow to latest action versions
- Add better caching and error handling for CI stability
