[Pulse] Parse filter values and add units of measurement translations #1618

Description
Due to the fact that the range of values is not determined in the backend and can be extended through the configuration file, decided to change the approach - to do the parsing of values, and add translations for all units of measurement (minutes, hours, days, weeks)
