Feature request: deploy Lambda layers in `eusc-de-east-1`

Expected Behaviour

We are currently test driving the eusc-de-east-1 region and can't use the powertools as the docs are missing the proper layer arns. Please add them.

Hi there, thanks for opening this issue.

The docs are correct, the Lambda layers are not deployed to that region yet, which is why the ARN is not included in the list.

With that in mind, and since this is not a bug, I'm going to recategorize this as a feature request.

We don't have an ETA for publishing the Lambda layer in this region yet - before making a decision we'd like to get a sense of how much customer demand there is.

For those who bump on this issue, please add a 👍 to the original issue so we can understand whether this is something you'd like us to work on.
