Python 3.12.11 and 3.12.12 for Windows

Description:
A bugfix for Windows installation script has been released in 3.12.11+, but no Windows binaries has been generated. Why?

Tools version:
3.12.10 has the bug.

Expected behavior:
3.12.11 and 3.12.12 were released for Windows.

Actual behavior:
3.12.11 and 3.12.12 does not have binaries.
