Chunks do not load when connecting to server; only visible if loading an existing world, but not generated

When connecting to a server, chunks are not loading as expected. If I load an already existing world, the chunks are displayed, but new chunks are not being generated. This makes it impossible to explore or generate new terrain when joining a server. Please investigate and resolve this issue.
