Update Wasm workload toolchains #277
Description
...to their most recent stable version. Some workloads (e.g., dotnet, Kotlin) are using older or beta versions, but we didn't want to update them anymore for the 3.0 release. So let's do this cleanup afterwards for JetStream 4.0/main branch. Creating this issue just to not forget.
